4PM) The SB26 Conference Committee just released the proposed statute
changes to the Permanent Fund draw and the PFD. The two key
parts of interest to many include the following: 1) the POMV draw is set
initially at 5.25% and then is reduced to 5% starting in 2021; and 2) as
far as the PFD, the current language that the "corporation shall
transfer" from the earnings reserve account to the dividend fund is
changed to the "legislature may appropriate" from the earnings reserve
account to the dividend fund.
Note that the breakout of how the draw would be divided between
government and the people is not specified. Because "shall" was changed
to "may" pertaining to the PFD appropriation, the 50 percent left in the
statute is virtually meaningless. The proposal eliminates the 50/50
split between the government and the people and leaves the split up to
future legislatures. It would even allow a legislature to appropriate $0
to PFDs. Remember, this proposal is in the context of an operating
budget that has grown by more than a half billion dollars since last
year when we have a fiscal shortfall. Should the legislature be reaching
for the PFD when the state budget is so out of proportion to our small
population? I don't think we should be. The proposal also reduces
what’s deposited into the Permanent Fund from royalties collected from
new oil fields (from 50% to 25%). This means more will be deposited into
state coffers for government spending. Lastly, the proposal makes
inflation-proofing the Permanent Fund optional. Again, changing the word
“shall appropriate" to the principal of the fund to “may appropriate."

New Permanent Fund draw proposal rolled out
State lawmakers knew they would have to dip into the Permanent Fund
earnings to cover state spending; on Wednesday, they rolled out a plan
for coming years.
Our Thieving Lawmakers in Juneau are waiting for May 10th to pass before
they pass this bill.
By doing this they are guaranteeing that Alaskans will not be able to
stop this from happening until November 2020.
Take Action Now and Call and Write to All our Lawmakers that they cannot
pass this Bill!
