Facts from the presentation and elsewhere:
The borough is not required to participate with the state in any agreement (MOU) on Air Quality - Source: Alaska State Statute AS 46.14.400, Borough Attorney

EPA compliance (Attainment/Non-attainment) is not dependent upon an agreement (MOU) with the State
The Air Quality Agreement (MOU) between the Borough and the State enables the flow of funds to build regulations and restrict borough residents on how they heat their homes. Any benefit from such programs is offset by the taking of liberties.

Either the state or the borough can terminate the agreement at any time. Source - Borough 2006 MOU, Borough Attorney

The EPA’s methods to determine compliance(Attainment/Non-attainment) are junk science. - Attached articles, common sense.

We are currently not getting the Federal transportation funds that might be withheld. Our borough transportation plan does not meet the criteria to get these funds. We gain no additional funds with an agreement. (Please note: I'm working to verify this further. I’m still working to verify this further)
