schools? Person in charge doesn’t realize one of the things he had to say is trying to be change.... “In any event, Alper said, the Alaska Constitution has strong prohibitions on dedicating funds. Lawmakers can try to “designate” a path for revenue to go, but future legislators are free to ignore those requests. Permanent Fund income, the Constitutional Budget Reserve, and a few small funds from territorial days that pre-date the constitution are exceptions, Alper said.” Alper Has some explaining to do about his statements about the PFD....
