February 18 at 10:56am  Alaska  ADN  ISER: recession hitting downstream industries  Alaska's recession didn't officially start until sometime in the latter half of 2015, but economic contraction in the state seemed almost inevitable when oil prices began falling about a year earlier in August 2014.  A pair of new reports from the University of Alaska Anchorage indicate job losses are slowing but Alaska's recession might not be over and current state spending levels might not be out of line when other factors are considered.

$9 Billion dollar budget approved last year. ADN says $10.3 Billion was spent (They have yet to report everything that was spent last year).

Job loss from 2015 to current, has seen 11,500 people that lost their jobs. Only growth has been in healthcare and government. (Job loss total is Not what is said inside) Expected another 500 Jobs to be lost in 2018

Oil companies employment has seen the largest drop in people employed. Due to Governor “He Who Shall Not Be Named” telling Shell and Exxon that if they don’t build the LNG Gasline to Nowhere, they would not have contracts approved. They pulled out and left state. (Not reported inside)

$20,000 per person is spent by government here and claims made they have reduced it to $16,000. What they don’t say is that they took half+ of the dividends each year that accounts for the spending drop. (Manipulating the numbers).

Gas credits should have been eliminated but have now been made into deferred payments and only the minimum has been spent to pay them off. Another false drop in governments spending. $1 Billion is still owed to them. (Another miss reported fact making the spending look like it has dropped). Only credits will be paid now when oil comes into production. Places like Conoco are buying those credits owed and now are applying them to their taxes this year, further reducing the revenue the state is suppose to collect in taxes.

33% of Alaskans are living in poverty and the largest contributors to this is the PFD Theft and Healthcare. When Governor “He Who Shall Not Be Named” unilaterally expanded Healthcare, it increased spending by nearly $2 billion a year and by taking half the dividend has drove nearly 40,000 people into poverty during the same time period. Increasing the number of people by that same number into welfare/entitlement programs throughout the state. Largest areas impacted are Rural/Bush areas.

Responsibilities of the Office of Lieutenant Governor

A lieutenant governor may derive responsibilities one of four ways: (1) from the Constitution (2) from the Legislature through statute (3) from the governor (thru gubernatorial appointment or executive order) (4) thru personal initiative in office, and/or a combination of these.

The principal and shared constitutional responsibility is to be the first official in the line of succession to the governor’s office.

Lieutenant governors are the only officials with specific duties and powers in two branches of state government: the executive and legislative branches.

Most Lieutenant Governors pursue legislative initiatives; many testify locally and in Washington D.C. in various capacities; some serve on the governors’ cabinets; and others maintain varied portfolios of duties.

The office of lieutenant governor is possibly the most diverse office across state governments.

The elected officials in each state and the individual officeholder have the opportunity to utilize the office to most effectively meet the states’ unique needs, priorities, and pressing issues.

Governor Byron Mallott and I believe it's critical that we build an Alaska Marine Highway (Alaska State Ferry) system that brings Alaska together as neighbors, and allows all coastal communities to grow and prosper socially and economically.  It’s time to work together to protect this important lifeline for Alaska communities. Let’s collaborate now to strengthen Alaska’s economy, vitality, and future. https://goo.gl/J2L3E2

Juneau Empire   A strong ferry system is part of a stronger Alaska  It’s time to work together to protect this important lifeline for Alaska communities.

Did you know where Alaska’s Multi-Million Dollar Transportation Budget gets spent on each year?

You know, the one that provides ride-share, People Mover services and Ferry System...

Hmmmmm....

75% of that budget is used to pay for the Ferry System that makes no money to cover the costs of it’s operation.

Talk about governments waste of money to cater to the minority of the population.

For what it costs we could have People Movers running everywhere we have roads and still have money left over.

A letter to a representative who wrote me to attempt to justify the PFD grab...

I completely agree with your premise as long as I believe in the "broken window syndrome" which believes if you just continue throwing money at a problem, eventually it will be solved!

Now I am fully aware that our State Constitution is very vague on the issue of funding public education and the health and welfare of Alaskans but this does not give due cause for an attitude that we should have an open checkbook for these departments.

DHHS and Education eat up 67% of our budget and any attempt to trim this budget is met with a massive assault on anyone proposing a reduction because they must not love children and want people to die! I also realize that these departments have huge lobbies and active organized citizen groups ready to leap at any legislator who dares to consider any reduction. Well this is bullshit and here are the facts:

First, as you know Alaska is a top funder in Education and a bottom feeder in results. I don't buy the crap that our schools are failing because we happen to have the worst parents in the nation!

As for DHHS, Our healthcare is the most expensive in the WORLD! Medicaid expansion is a train wreck! We have the Cadillac Medicaid program in America and I would suggest these programs encourage the "wrong type of citizen to move to Alaska" than the PFD distribution.

So, if you continue to think that we should just keep shoveling coal in these programs instead of looking at real issues to stop this financial hemorrhage, then I completely agree that the citizens should give the government their entire PFD and get ready to be beat by the "agents of government" for other tax revenues because they were ill equipped to tackle the hard issues.

Now, if you are interested in any form of dialogue which would address these runaway trains with real solutions, I would be happy to entertain conversations in this regard, otherwise, keep fixing the broken window and continue being part of the problem not the solution.

my regards
Michael Chambers
