Bill Walker has declared a disaster there, which gives the town access… At least one of Utqiagvik's roads was destroyed in the storm, and others were seriously damaged.

This is what “He Who Shall Not Be Named” has declare a disaster and as with all things related to “Climate Change/Global Warming/Global Cooling”, it always revolves around how much money can you give us to move or repair our villages.
