What I found most interesting about the governor’s pipeline announcement to the legislature tonight is that he is not planning to get around to actually signinga contract until next December, which of course will be just AFTER his election in November. 

That is a very convenient timeline if you happen to be running for re-election as governor, which he is. Unfortunately, it is a truly terrible timeline for the people of Alaska.

The people of Alaska will be left to vote on nothing more than the words and promises and hopes of the governor, hopes which have thus far never materialized, and which may in fact still never materialize. But the timing is truly terrible for Alaskans for a completely different reason.

As a grad student, I had the opportunity to pursue some training in negotiation. One of the lessons I took away from the training was this:

As location is to real estate, timing is to negotiation.

The Walker Administration will be up for election next November, which is very close to the time when actual commitments are going to be ironed out by Alaska and the Chinese government. At the time those agreements are being ironed out, the Chinese President (Xi Jinping), however, will still have at least three more years in office.

Let me simply leave you with a question or two to think about:

In a negotiation between two political leaders, where one leader’s political career may well be completely dependent on being able to come up with a deal, and the other leader has no such fear hanging over his head, which side has the stronger position at the negotiating table?

What would happen to the Walker Administration’s election chances if, the night before the election, the Chinese government backed out of the gasline project completely?

Would Walker be able to let them walk away? Or would he find it necessary to do just about anything to keep them at the table, even if it meant accepting terms that would eventually, after all the political spin had worn off, be shown to have been absolutely terrible for the people of Alaska?

Good timing for the governor. Great timing for the Chinese. Absolutely terrible timing for the people of Alaska.

This historic signing is the most significant step toward finally monetizing Alaska’s vast resources of natural gas. President Donald Trump and President Xi Jinping were present for the signing ceremony at the Great Hall of the People, underscoring the international importance of the agreement. I thank President Trump for the full support he and his administration have shown for this project, as it brings the United States one step closer to energy dominance. When President Xi visited Anchorage six months ago, he shared with me his desire for deepening the mutually beneficial ties between China and Alaska.

This agreement has all five necessary signatories—the buyer, the lender, the investor, the developer and the state. This is a big project with big players and big benefits. There are more steps before a final investment decision is reached, but having the largest LNG buyer in the world participating in this project means the Alaska LNG project has favorable market engagement at the highest level. This project will finally allow Alaska to reach its full potential as a state. As we move from having one of the highest unemployment rates in the country to the lowest, we will build a Stronger Alaska.

These are fine Alaskans in Palmer who had important things to say today that I needed to hear. (So sorry Chugiak folks - forgot to see that a photo was snapped when we met today but please know that I heard your great input too!)

Amazing the agreement among the 75 or so people I’ve connected with the last two days between 3 coffee chats and a visit to the Chugiak Senior Center and a visit to the Palmer Senior Center.

What did I hear?

Repeal SB91; it is not working. We need to hold people accountable behind bars when they break the law. We do not feel safe in our communities: we want SB91 repealed.

At the same time, change what we’re doing in the prisons so we’re not turning low-level offenders into hardened criminals who commit worse crimes - releasing them into our communities more dangerous than when they entered jail. This subgroup should not be mixed with general prison population but should be in a separate facility where they should be required to be productive, working, receiving substance abuse treatment that’s effective - such as the Set Free Alaska program - as well as receiving work training, being prepared for re-entry into the community with jobs lined up, healthy and positive support from peers who’ve turned their lives around, from churches, etc.

Find fraud and inefficiencies in state government. We still can reduce the budget.

The state needs to do better to live within its means instead of taking our PFD and taxing us.

Hire a large team of efficiency auditors that would be far more objective as far as what can be cut than state bureaucrats would be. Efficiency auditors could tell us where to save money and how to restructure departments and which programs are not effective and should expire. Even if it would cost millions (and it would), hire a large team.

We should not have expanded Medicaid, and we should not be providing all the optional services, only the mandatory ones.

We need to figure out a better way to provide education in our state; it is costing too much. We need to combine school districts. We need to cut down on administration. Don’t make cuts to the classroom though - we need reasonable ratios of teachers/students. We need to use technology in a way that saves money.

We do not agree with spending millions on the gasline project.

The legislature should meet in south-central and/or meet electronically/virtually.

There were a few more topics discussed but the above were the ones discussed the most – with lots of participation. A few items I raised by proposing the idea and getting the attendees' feedback (changes within the prison system, hiring team of efficiency auditors, optional vs mandatory Medicaid). I very much appreciate hearing from all of you. I’m proud of District F and the fact we have so many engaged and caring residents!

Oh, one more thing. A beautiful thing. I happen to agree with this input I received.
