But as the Legislature…  Ever since a few years after the Permanent Fund was approved by voters in 1976, its earnings have been used for two purposes: to grow the fund, and for Permanent Fund dividends. But with the state bringing roughly 40 cents in taxes, fees and oil royalties for every dollar it spends, both the House and Senate have passed bills to draw from earnings to cover the budget gap.

June 22 at 6:11pm  Alaska  Video  Representative Lora Reinbold  Conf committee on operating budget was cancelled at 10 then last minute started at about 1230 pm. At a high level what Just happened k12 Education was fully funded (par for course ), dividends were put to 1100 this year and HSS funding was restored. 
A personal success the "supplemental" operating budget, that I have fought hard to get out of the Capital budget, was removed today and put into the Operating budget where it belongs !!!! However, they are per se adding about 200 million fund change for the future operating supplementals. Finally, thanks to the Republican push back much less of the budget will be funded with permanent fund Earning Reserves, which would have cost hundreds of millions more per year. In addition the oil and gas tax credit program (that LeDoux Tuck Edgemon and others voted for 6-8 years ago) was minimally funded and eliminated I believe by Jan 2018 or 19. Right now many are jockeying to get 8 Republicans to vote for the massive budget with the 22 Democrat Coalition for CBR (constitutional budget reserves) draw which requires 3/4 vote.

June 22, 2017 at 8:19pm  Alaska Public Media  Compromise to avoid state shutdown could happen soon  State lawmakers are working on a budget compromise to avoid a government shutdown that could be completed as soon as tonight.  The outline of an agreement became clear Thursday afternoon. The primary source of school funding would not be reduced. Alaska Permanent Fund dividends would be cut in half to $1,100. Future state purchases of oil and gas tax credits would end. And the $4.2 billion budget includes a cut in state government spending of $129 million, or 3 percent.
