The people of Alaska will have the final say on whether there will be income taxes or a change in the way the Permanent Fund Dividend is calculated. The reason being is Alaska has both an initiative process (whereby the people themselves can initiate and pass laws directly by bypassing the legislature) and a referendum process (whereby the people can directly overturn a law passed by the legislature that the people reject).

There are already discussions occurring by various groups and individuals regarding preparation for the possibility for a referendum on both an income tax and change to the way the PFD is calculated if such bills were to pass the Legislature.

So, although the House and Governor both have stated they want to see broad-based taxes and a change to the calculation of the PFD, any such bills if they were to pass the legislature, could very likely be repealed by the people of Alaska. Politicians should give this some thought before continuing to push for such tax measures.

According to a statewide poll conducted by Dittman for the Alaska Chamber
of Commerce in March, 2017, both changing the Permanent Fund and an income tax are not supported by a majority of Alaskans.

However, support for a spending cap to contain government spending has grown considerably over the past year. In other words, the people want less government spending and no income taxes or changes to the PFD.

Will politicians listen to the people? Time will tell.
