Comey said he decided not to because he believed Clinton had not broken the law.  If there are tapes of Comey's conversation with Trump, Comey says he wants Trump to release the entirety of them. "I hope there are [tapes]... Release all the tapes."  Comey testifies that he asked a friend to disclose to The New York Times a memo he wrote after a meeting with President Trump in the hope it would spur appointment of a special counsel.  Comey said flatly that President Trump did not tell him to drop his investigation into Russia's meddling in the 2016 election; did not try to obstruct justice in his opinion.

Trump's personal lawyer Marc Kasowitz makes a statement following former FBI Director James Comey's testimony.  "Contrary to numerous false press accounts leading up to today's hearing, Mr. Comey has now finally confirmed publicly what he repeatedly told President Trump privately. That is that the president was not under investigation as part of any probe into Russian interference. Mr. Comey also admitted that there is no evidence that a single vote changed as a result of any Russian interference."
